The UL mark confirms that a product or component has been tested and certified in accordance with the applicable UL safety standards. This also applies to industrial control cabinets that have been certified accordingly.
The manufacturer is responsible for ensuring that the products continue to meet the certification requirements. To monitor compliance, UL conducts regular inspections of the manufacturing facilities and verifies that the specified safety and quality requirements continue to be met.
There is no standalone UL Declaration of Conformity equivalent to a European Union (EU) Declaration of Conformity. Instead, a product’s compliance with the relevant UL safety standards is demonstrated through the appropriate certification.
The UL mark identifies products that have been tested and certified by UL. In North America, it serves as recognized proof that the applicable certification requirements have been met.
In the European Union, the EU Declaration of Conformity is a prerequisite for legally placing many products subject to CE marking on the market.
In the United States and Canada, however, a comparable general declaration of conformity is not common. Instead, various safety standards and regulations apply, and compliance with them is often demonstrated through independent testing and corresponding certification marks, such as a UL mark.
The EU Declaration of Conformity marks the conclusion of a conformity assessment procedure. In this process, the manufacturer or another responsible body confirms in writing that a product meets the applicable legal requirements and relevant safety standards.
Conformity assessments are also conducted in the United States and Canada. These are based on various product standards, fire safety regulations, electrical standards, and occupational safety regulations. In the U.S., the Occupational Safety and Health Administration (OSHA) plays a particularly important role. In Canada, relevant regulations apply at the federal and provincial levels; the Canadian Centre for Occupational Health and Safety (CCOHS) provides information and guidance on these matters.
UL standards are particularly important for the evaluation of electrical products and industrial control cabinets. They define specific safety requirements, compliance with which can be demonstrated through appropriate testing and certification.
UL standards form an important foundation for product safety in North America. They were originally developed by Underwriters Laboratories, an organization that was founded with the goal of reducing risks such as fires, electric shocks, and mechanical injuries.
Today, UL standards are among the recognized safety standards for electrical products, machinery, and industrial control cabinets. UL Solutions conducts the necessary tests and certifies products in accordance with the applicable requirements.
Depending on the product and its intended use, there are different types of UL certification, such as UL Listed, UL Recognized, and UL Classified. Successful certification is indicated by the corresponding UL mark.
An additional UL Declaration of Conformity, comparable to the European EU Declaration of Conformity, is not issued in this case.
The responsibility for ongoing UL compliance lies with the manufacturer. The manufacturer must ensure that not only the tested product samples but also all mass-produced products meet the specified safety requirements.
As part of its monitoring process, UL conducts regular inspections of production facilities, some of which are unannounced. These inspections verify that manufacturing operations continue to comply with certification requirements.
If changes are made to a certified product, it must be determined whether these changes affect the existing UL certification. Depending on the nature of the change, a re-evaluation or retest by UL may be required.
The UL mark certifies compliance only with the applicable safety standards. However, it does not constitute a general guarantee of product quality, service life, or durability.
The U.S. Occupational Safety and Health Administration (OSHA) is committed to ensuring safe working conditions and preventing workplace accidents. This includes ensuring the electrical safety of machinery, equipment, and facilities.
For many electrical devices in the workplace, OSHA requires testing and certification by a Nationally Recognized Testing Laboratory (NRTL). UL Solutions is one of these testing organizations.
UL 508A is an important standard for industrial control cabinet construction. It defines safety requirements for industrial control cabinets used, for example, in machines, production facilities, and HVAC and refrigeration systems. Additional standards may apply for specific applications.
The recognized NRTLs conduct the appropriate tests and list the certified products in their directories. When inspecting electrical installations in the United States, the authorized housing authorities (AHJs) look for appropriate certification evidence, such as the UL mark.
If a required certification is missing, this may complicate the acceptance and commissioning process or necessitate additional tests.
Conformity assessment in North America differs significantly from European procedures. Manufacturers should be aware of three key differences, particularly when exporting machinery and control cabinets to the United States:
UL compliance and EU compliance are based on different regulatory requirements and certification procedures.
UL standards differ, in some cases significantly, from European EN standards and international IEC standards.
There is no separate UL Declaration of Conformity. Instead, successful certification is documented by the appropriate UL marks and the associated certification documents.
For the North American market, it is therefore essential to be familiar with the applicable safety requirements and to provide appropriate certification documentation.
